• A new service or program should be implemented once it has been shown that it is acceptable by a clear majority of County residents and has a sufficient budget to accomplish its goals.

• The County must be fiscally responsible and should only pass balanced budgets.

• The County should communicate all activities of the County to the people of Santa Cruz County on a timely and consistent basis in simple language.

• The County website must be maintained with current and relevant information that is easy to find and understand.

• We must implement a new program or service acceptable to most county residents and have a sufficient budget to accomplish its goals.

Roads
"Without the roads, we don't have much of an economy, so I think that's more important than a lot of things. FEMA owes us a lot of money. Why aren't we going after them?"
The County has not been spending the money it should to maintain our roads, for years. Where is the gas tax money going?  Look at where we are today. This needs to change now.

Rail Trail
"I do not support a train at this moment. There are too many unknowns."
The trail is possible, but it has problems. Where will people park to use the trails? How are we not going to impact neighborhoods? Is the majority of our population going to use the trails? There has been no election. Look at what was voted on, and you will see there is no majority opinion.

Budgets
"I want to be more effective. I want to be more efficient. I want to find the money that we are wasting out there . . ."
Why is the County planning to spend more money than they expect to receive?  According to the approved budget, the County plans to spend $39 million dollars more than they plan to receive. Is this fiscally responsible?  No, it is not. With my financial background, I will identify wasteful and unnecessary spending in the budget.

Permits
There seems to be a number of issues with permits.  ADU permits are too expensive.  The permit process takes too long.  Permits are required for minor improvements.  We need comprehensive permit reform.

Affordable Housing
Housing thats is attainable for young and old alike is not only a national, state, and regional issue but a local one as well.  We need balanced and creative alternatives of assistance for individuals, couples, and groups; saving and benefiting the County's coffers and taxpayers.

Homelessness
Homeless populations are growing.  The County is throwing money at the problem without much help. We need a better approach.  Let's not make homelessness an industry.  Let's find ways to help people who want help.  This should be a public/private co-venture. The government has never been effective as landlords.  Let's take a 100% revenue source, like the hotel tax, and use the money to fund accessory dwelling units by current homeowner's with their commitment to rent affordable units.  We should be able to create thousands of units without a huge impact on the neighborhoods. Addiction and mental health resources can help address some of the homeless problem as well.

Water
There is a delicate balance between increasing housing in the County and ensuring there is enough affordable and clean water for all.

Communication
"I want to make communication a top priority. I want you to know what is available to you, how to get it, and where to get it."
Why is it so difficult to find out what and when the County is doing something?  Why is our County annual report over 500 pages?  Why was the agenda for the October 17 special meeting 799 pages?  Operations in Santa Cruz need to be streamlined and communication needs to be improved.

Disaster Preparedness
After the CZU fire and the devastation caused by last year's storms, it is imperative that the County be proactive in anticipating and preparing for future events.  Given the recent local damage, I will push for the completion of the Pajaro River Levee Project and getting the Pajaro Valley Middle School students back into their classrooms.

Small Businesses
Running a small business is not easy in California.  Small businesses suffered horribly during Covid and many never recovered. As a small business owner myself, I understand the issues small businesses face and will be a champion for them.
